However, there are multiple car rental companies, and sometimes it is hard to choose the best alternative for the trip.
A new survey performed by Business Travel News (BTN), BTN’s 2023 Car Rental Survey, analyzed 326 car rental companies and revealed the best ones in the United States.
BTN considered 12 criteria like availability and ease of booking, mobile app functionality, pricing transparency, clean and well-served cars, and complaint resolution, and assigned scores on a scale from 1 to 5.
Unlike other surveys—like the most affordable car rental companies study—this analysis doesn’t focus on prices but on general quality and the most important services considered by experts.
About The Criteria
BTN has been performing this survey for years, and for the past 8 years, National Car Rental has made it first place.
This new survey was performed from March 7 to April 4 and considered these 12 criteria:
- Availability and ease of booking.
- Clean, well-serviced cars.
- Negotiating pricing and amenities.
- Productivity of rental.
- Mobile app functionality.
- Upgrades and services for VIP travelers.
- Pricing transparency.
- Complaint resolution.
- Relationship with account managers and sales reps.
- Communication with buyers about changes.
- Quality data and reporting.
- Overall value.

Top 3 Car Rental Companies In 2023
The car rental market has been changing a lot in the past few years. During the pandemic, companies were struggling to provide enough vehicles for rental. Services weren’t optimal and got very expensive for customers.
Many businesses had to adapt and include new technologies —such as better digital platforms for customers and for workers— to provide a sharpened service, and it has made many travelers happier.
These are the car rental companies providing the best service in 2023:
#3 Avis Car Rental – Score: 4.07
In third place, Avis Car Rental stood up—surpassing Hertz by just a few points— with overall good results.
According to the analysis, the company got a high score, 4.26, in the “Availability and ease of booking” criteria and has room for improvement—scored 3.88— in “Complain resolution.”
#2 Enterprise Rent-A-Car – Score: 4.18
The second place goes to Enterprise Rent-A-Car, also considered one of the most affordable car rental companies in the United States.
It got a high score of 4.40 in “Relationship with account managers and sales reps”, and a lower score of 4.01 in “Upgrades and service for VIP travelers.”
#1 National Car Rental – Score: 4.26
This car rental company showed steady results above 4.10 in almost every criterion.
Its lowest score was 4.08 in “Negotiation pricing and amenities” and got the highest result in “Relationship with account managers and sales reps.”
Other companies also made it in the top 5, Hertz earned fourth place with 4.069 points, and Budget Rent a Car made it to fifth place with 3.94 points.
Renting A Car In 2023
The pandemic made many car rental companies implement new technologies and ease the experience for travelers.
Despite all efforts, only 38% of respondents think that customer service has improved in the past year.
Companies like Hertz have innovated services by adding electric vehicles to its fleet, and other companies have added new services like dropping off cars to travelers’ Airbnbs or hotels.
Travelers must choose the best brand depending on their needs, as not all companies provide similar services.
There’s a lot of competition in the market, and those with large fleets, reliable services, and great customer service are taking the lead.
